- His jutsu generates chakra to power a strong secret technique.
S tier — Top tier
Kakashi Hatake (A Father's Blade)
- Hits hard while helping allies: gives his buddy a dodge chance and cuts Body damage for nearby allies.
Obito Uchiha (To Protect His Allies)
- Boosts allies’ attack with his secret technique and supports the team.
Sasori (Eternal Art)
- Excels at almost everything: the best substitution denial in the game, utility, and a small tank role.
Sakura Haruno (Unrelenting Commitment)
- Skill’s best healer: burst healing from her jutsu plus passive healing.
Rin Nohara (Overflowing Kindness)
- A support healer rather than a damage dealer.
Naruto Uzumaki (Rasengan Mastered)
- One of the best nukers in the game when his jutsu is used well.
Sakura Haruno (Dancing Cherry Blossoms)
- The best healer in the game and the only one with buddy healing; worth farming several copies.

- Low chakra cost; her jutsu raises dodge chance and adds a barrier.
- Her secret technique often cuts an enemy’s attack sharply.
Hiruzen Sarutobi (Ninja Clothes)
- Strong AoE damage and a guaranteed jutsu seal on his secret technique.
Tsunade (The Slug Ninja)
- A burst healer, which matters a lot at this stage of the game.
Itachi Uchiha (Beyond the Sharingan)
- Brings substitution denial (SD) and little else in PvE.
Shizune (Tsunade's Attendant)
- Heals with both her jutsu and her field skill.
Sasuke Uchiha (Soul Shrouded in Sorrow)
- Strikes hard and fast, and outdamages most other Skill attackers.
Neji Hyuga (A Caged Bird)
- Reliable immobilization on his AoE jutsu; the rest of his kit is average.

How is this tier list made?
We compare the current rankings of 2 established strategy sites (Lazy Painter and Hideout Guides), all rating the same thing: PvE story, missions and raids. Each ninja gets the middle rating of the 2. When the sites disagree by two tiers or more, we show each site's rating instead of hiding it. We re-check after every new ninja or balance patch.
Is Naruto Blazing Revival an official game?
No. It is a fan-run revival of Naruto Shippuden: Ultimate Ninja Blazing, which Bandai Namco closed in 2021, and it is not affiliated with Bandai Namco. We only rank its units; we do not host or link the game.
Why do some units share the same name?
Most characters have several units, told apart by their title, such as Sasuke Uchiha (Soul Shrouded in Sorrow) and Sasuke Uchiha (Curse Mark 2nd State). Each one is ranked separately, and the title is shown in its note.
Why do some ninja show a number?
This is an early Naruto Blazing Revival tier list. Naruto Blazing Revival is new and only a few sources have ranked it so far, so we rank each ninja from the sources available, even a single one, instead of leaving it out. The number on a portrait is how many sources rank that ninja yet. We re-check every few days and move to a full three-source consensus as soon as enough sources exist.
When will this tier list be updated?
It was last checked on Oct 30, 2026, against the fan revival launch version on the Revival server. The next full check is at the next source check on 3 November, and we also re-check whenever a new ninja is released. The checked date at the top of the page always shows how current the ranking is.
